The following letter was provided to the Drumlins Concerned Citizens by Victor Town Supervisor Jack Richter and is reprinted here with permission. March

Jerry Goldman Dear
Mr. Goldman, I
am in receipt of correspondence from both MRB Group and the Town of Victor
Director of Development concerning the proposed Drumlins apartments project.
There have also been a number of articles in local print media concerning
this project. References
in each of the above have been made to an "agreement", allegedly made
some 14 years ago. I was a Village
Trustee at the time and recall there were discussions, but do not recall the
execution of such an "agreement".
In addition, neither our Village Attorney nor Village Clerk has a copy of
such an "agreement". If
one does exist I would appreciate receiving a copy of same. In
any event, at the present time the Village of Victor is unable to commit to
accepting wastewater from such a project. We
are presently operating under a Consent Order with the New York State Department
of Environmental Conservation, and attempting to make improvements to our
wastewater treatment processes such that we will be able to consistently operate
within our normal permit limits. Also
at the present time, sanitary sewer infrastructure problems, namely
infiltration, routinely cause an hydraulic overload on our wastewater treatment
plant whenever a significant rain event occurs.
Until that problem is resolved we would also be unable to accept
additional flows of the magnitude such a project would generate. Please
