Drumlins development put on hold

The village sewer system can't handle such a large complex at this time.

VICTOR - Lack of sewer capacity has put a developer's plans to build 154 upscale apartments in The Drumlins on indefinite hold.

The village sewer system can't handle waste water from such a large project at this time, said village Mayor Tom Walker. While the village upgraded sewer facilities about a year and a half ago, operations are still in the start-up phase, he said.

“… At the present time we've been operating under a consent order with the DEC (state Department of Environmental Conservation) trying to get the plant to put out an outflow that meets standards consistently," Walker said.

The village has until fall to meet standards, but even then it's not clear whether the village could handle waste water from the proposed complex, Walker said.  An engineering study may be required to determine the capability, he added.

Until the problems are resolved, the town of Victor is putting The Pioneer Corp.'s application, on hold, said Supervisor Jack Richter.

"We won't consider this proposal again unless and when an agreement with the village is reached" to handle waste water, Richter said.

Pioneer co-owner Dana Hoffmann was unable to be reached for comment. Pioneer had planned to build the complex on 49 acres off Rawson Road in the town, but the complex would be linked to village sewer facilities.  The apartments, renting from $800 to about $1,200 each per month, would be located between two tracts of single-family homes in a subdivision that also has 55 townhomes.

The plan has been met with opposition from residents in The Drumlins and nearby areas.

Richter said the town attorney is working with Pioneer's attorney on a tentative agreement that will officially put the application on hold until an agreement is made between Pioneer and the village on sewage.  Pioneer did not want to withdraw the application, he said.

The postponement comes after Walker sent Pioneer's attorney a letter earlier this month that outlined the village's inability to accept the complex's sewage.

The Town Board was to discuss and vote on whether Pioneer's proposal is "reasonably similar” to a townhome project that was originally proposed for the area, but that vote is also on hold.
