Seeking ResponsibilityTo the editor: As an addendum to the article that was published in the Nov. 15 edition of the Daily Messenger headlined "Developers present a different Drumlins," please note that aside from the aesthetic, environmental and logistical issues discussed at the Victor Planning Board meeting, there is also an important issue of proprietorship that also needs to be factored into the discussion. Although Pioneer Corp. and town officials have indicated that rental versus ownership is not within the jurisdiction of approval by the town Planning Board, there is reason to believe per Resolution 148, previously approved by the Victor. Town and Planning boards, that ownership is required. (Resolution 148, Section A: "For sale townhouses would be constructed with commonly owned land managed by a Homeowner's Association established pursuant to State Law.") This is not what the Pioneer Corp. is currently proposing, as their proposal is exclusively rentals. The Drumlins Concerned Citizens could consider taking up this issue in court. But given the existence of an approved resolution into law, I trust that the Victor Planning Board would proceed on this basis, consistent with the responsibilities of the positions that they hold.
