UPDATES
 | Final Scope adopted - 5/22/01
The Planning Board adopted the Final Scope for the SEQR process at its
5/22/01 meeting. Copies of the Scope will be available soon.
Also, Chairman Christie Hart announced the Planning Board
members are to be thinking about a process for
handling the Reasonably Similar issue. The Planning
Board is scheduled to present this procedure at its 7/17/01 meeting.

 | Environmental Impact determination -
3/13/01
On 3/13/01, the Planning Board is
scheduled to determine whether Pioneer's projected 154 rental units will
have a serious environmental impact. The results of the Planning Board's
decision would be whether Pioneer has to complete a
FULL State Environmental Quality Review, known as SEQR. The DCC, having
reviewed thoroughly the following studies, clearly believes there are many
environmentally significant impacts and is urging the Planning Board members
to adopt a positive declaration (Indicating, YES, there IS an environmental
impact) for Pioneer's proposed apartment/townhome project:
a) Pioneer's Part I of the Environmental Assessment Form (EAF);
b) Parts II and III of the EAF, very thoroughly completed by Victor's Conservation
Board at both their 1/02/01 and 1/16/01 meetings;
c) the letter (01/24/01) to the Planning Board from Environmental Design
& Research consultant, Ms. Bonnie Majestic, hired by the Town of Victor
to review applications for environmental issues;
d) Minutes from Ontario County Planning Board meeting of 01/10/01,
listing 6 concerns , specifically wetland issues and strongly advising the
Victor Planning Board to "pay close attention to the issues raised by
the Town's Conservation Board";
e) The independent report prepared by Larsen Engineers of Rochester,
entailing many "potentially significant environmental impacts"
with Pioneer Corporation's proposed development.
Residents are again encouraged to attend this
meeting, to see for themselves, our town government making decisions that
ultimately will affect our community.

DCC Update
- 12/20/00
The DCC issued an update to its members on 12/20/00 following Pioneer's
latest informal presentation to the Town Planning Board. Full details

 | Sewer service provided to Drumlins
developers - 9/18/00
The Victor Village Board passed a resolution on 9/18/00 which will
provide sewer service to Ontario Heights Inc. and Pioneer Corp., for the
Drumlins project, in return for monetary concessions and repair work on
a Rawson Road manhole. Full details can be found in a copy
of the resolution. |

Summary Judgment Postponed -
9/11/00
The summary judgment hearing scheduled for Tuesday, September
12th, has been postponed. The hearing has been rescheduled for October
3, 2000, if no prior settlement is reached. |
 | Summary Judgment between Ontario
Heights and the Village of Victor - 8/25/00
The DCC has learned from the Ontario County Supreme Court Clerk's
office that the hearing regarding the Summary Judgment between Ontario
Heights (J. G. Turner) and the Village of Victor will be held Tuesday,
September 12th, at 9:30 am. For more details visit the Summary

 | Red Flags - 6/3/00
The DCC has made several phone calls concerning the recent arrival of
"Red Flags" along the creek at the Wellington Drive entrance
and also pink surveyor's ribbons around the cattails. The DEC, MRB Group
and the Army Corps of Engineers (ACE) were all contacted.
Duncan Jackson, of MRB Group, explained that his firm had been requested
to do wetlands delineation of these two areas. The results will be
forwarded to the ACE.
The DCC has been in touch with the ACE to learn whether the creek and
cattail lands are considered federal wetlands, as both areas were
described by Pioneer as lands that would be reconfigured if there were
to be any development. |
 | Petition update - 5/24/00
The Victor Town Board, at its 5/22/00 meeting, passed a resolution
that referred the "Dismissal" portion of the
DCC's petition (submitted to the Town Board on
5/8/00 with 244 signatures) to the Planning Board.
The rezoning portion of the petition will remain with the Town Board. |
