Pioneer Corporation's proposal raises concerns in two main areas:

ORIGINAL REZONING OF PARCEL

TOWN BOARD MEETING MAY 27, 1986

RESOLUTION #148 REZONING OF LANDS, R-2 RESIDENTIAL TO MD MULTIPLE DWELLING - DRUMLINS PROJECT

…therefore be it

RESOLVED, that the Town of Victor Town Board makes the following findings of fact regarding this rezoning proposal.

A. The project for which the rezoning is requested is perceived as a mixed use development situated in the Town and Village of Victor. In the Town outside Village area, 192 dwelling units are proposed of which 15 are single family residential units. Density in the Town would be slightly more than 2 units per acre; a large amount of common/open space land is proposed. For sale townhouses would be constructed with commonly owned land managed by a Homeowner's Association established pursuant to State Law. Access to the site would be from a dedicated road with several private roads serving the townhouse units. A drainage system acceptable to the Engineer for the Town will serve the project. The developer has proposed to construct water transmission facilities to the site via Rawson Road. There is an adequate supply of water to serve the site. Sewer service to the project would be from the Village of Victor. Since no firm commitment has been received by the developers from the Village for sewer service, the Planning Board has agreed not to review the project for site plan or subdivision approval until the developer has received a formal commitment on sewer.

B. Approval of the rezoning is expressly contingent and conditional upon the project being submitted and approved in a content reasonably similar to that described in the petition for rezoning and as set forth in the paragraph immediately preceding. …
