INTRODUCTION

Following the 2001 Town of Victor Planning Board decision that Pioneer Corporation's original proposal was not "reasonably similar" to the conditions set forth in the 1986 rezoning proposal for the Drumlins property, a new plan has been proposed. The new proposal shows 131, saleable townhouse units to be built on a parcel of land located on Rawson Road between Wellington Drive, Burlington Road, Silver Hill Path, and Cork Road. The development is being proposed by Pioneer Corporation which also developed and owns the Webster Green Apartments on Rousseau Road in Webster, NY and Port Watson, subsidized apartments in Cortland, NY. The land was originally zoned R-2, but was rezoned to M/D based on the original offering plan.

9/4/02
The Victor Planning Board, at its 8/27/02 meeting, approved the final plans for Pioneer's Phase 1, 21 for-sale townhomes on the pond 10.3 acres. This is a conditional approval as the US Army Corps of Engineers has not granted their permit yet. They have concerns about Pioneer constructing #20 and #21 townhomes "on" a Federal Wetland. No construction is allowed to begin until the Corps has made a decision. 
Pioneer has agreed to eliminate those two units on the pond land if the Corps won't grant them permission. 
We'll keep residents posted on future news.

The Planning Board is scheduled to give approval for  Pioneers final plans at the 8/27 Planning Board meeting.

7/25/02
On May 14, 2002, the Planning Board approved Pioneer's preliminary plans with multiple conditions. To date, these conditions have not yet been "signed off." When all the conditions are met, Pioneer will be returning for their final approval, possibly on August 13th. We will notify interested DCC members of this information.

Meanwhile, the Conservation Board has seriously reviewed their concerns about soil erosion, storm water and the wetlands, landscaping and dust. It's reassuring that the Ontario Soil & Water Association will be closely monitoring Pioneer's "construction" so there will not be "destruction" of these environmentally sensitive lands.
